Emergency Transport System

A reliable lifeline in the case of an emergency.
The Tokyo Trucking Association (TTA) consistently trains for disasters. It transports relief supplies immediately after a disaster as well as reconstruction supplies for the recovery of the city’s functions.

Emergency Transport System:

The Project has achieved CO2 reductions equivalent to the amount annually absorbed by approximately 1.6 million cedar trees.

When a disaster occurs, TTA gathers information through mutual communication with the national, city, and municipal governments and disaster prevention organizations. In addition, based on a request from the Tokyo Metropolitan Government, TTA requests branch offices for their cooperation and makes vehicle arrangements. Supplies are then transported from emergency transport centers in the disaster-hit area, ground/sea/air transport bases, or stockpile warehouses.

Role of Tokyo Trucking Association in Disasters

TTA is designated by the Tokyo Metropolitan Government as the designated public institution for disaster prevention in Tokyo pursuant to the Basic Act on Disaster Control Measures. In order to be able to transport supplies by trucks in times of disaster, TTA takes preparatory measures for disasters from ordinary times, including the conclusion of the Disaster Response Truck Supply Contract with the Tokyo Metropolitan Government, participation in disaster prevention exercises, and the development of an information liaison system. Furthermore, TTA has set up an emergency transport control room within TTA’s Sogo Kaikan in Shinjuku-ku and an emergency transport control room at the Emergency Transport Center in Rinkai-cho, Edogawa-ku. A waiting space also exists for emergency transport personnel, as well as a facility which has and which can deploy approximately 100 emergency transport trucks.

Disaster Mobilization

Based on requests from the Tokyo Metropolitan Government and other organizations, TTA has transported relief supplies in response to natural disasters, including the Niigata Prefecture Chuetsu-oki Earthquake in 2007.

Participation in Disaster Prevention Exercises

TTA participates in disaster prevention exercises of Tokyo as well as of nine prefectures and cities* held every year. TTA’s branch offices also participate in the disaster prevention exercises held at the municipal level. Through these exercises, TTA has striven to develop proficiency in emergency transport operations as well as raise awareness about TTA’s role.
